At the turn of the twentieth century, Jamshedji Tata, on a visit to Pittsburgh, asked geologist Charles Page Perin to help him find the site for India's first steel plant. The search for a site rich in resources, such as iron, coal, limestone and water, began in April 1904. The prospectors, including Dorabji Tata, took three years in a painstaking search to find the suitable location i.e., Sakchi (now in Tata Nagar), near the confluence of the Subarnarekha and the Kharkai.

To begin with, the Tatas commissioned development work to Durrell & Co, who built a tinplate mill, a brick-making plant, an office building, a hospital and 400 workers' houses.

Jamshedji had a very clear plan for the city. Well ahead of his time in thought and deed, Jamshedji envisioned building all the conveniences and comforts a city could provide — something that has resulted in one of the most well-planned cities of the country, with many public leisure places. The city is indeed a testament to the visionary ideas of Jamshedji Tata.

Jamshedpur is unique, in that it does not have a municipality, as the mantle of its conservation and maintenance is entirely assumed by Tata Steel.
